Elaine Miller

Elaine Miller is Director of Global Operations at ICOM. Working closely with the President & CEO, she leads the network’s operational activities, supports strategic initiatives, and helps strengthen collaboration, engagement, and knowledge sharing across ICOM’s global membership.

With nearly a decade of experience in international agency networks, Elaine brings expertise in operations, events, communications, and business development. She is passionate about connecting people, building strong relationships, and creating opportunities for independent agencies to learn from one another and grow together.

Prior to joining ICOM, Elaine spent nearly a decade supporting the growth and development of a global community of independent agencies. In her role, she led international conferences and member programmes, developed strategic partnerships and sponsorship opportunities, spearheaded membership growth, and delivered initiatives that helped agencies connect, collaborate, and grow across markets worldwide.

Originally from Scotland, Elaine has lived and worked across Europe and the Middle East, including Sweden, Spain, Dubai, and now Belgium, where she lives with her husband. This international experience has shaped her passion for connecting people and building relationships across cultures. Fluent in English and Swedish, she has a longstanding interest in languages and enjoys learning about the world around her. Outside of work, she enjoys travelling, collecting vinyl records, and continuing her quest to become fluent in Dutch.
